CAST and the Origins of UDL
The framework was developed by the Center for Applied Special Technology (CAST), a non-profit research and development organisation founded in 1984, and has since been adopted across educational systems worldwide. Its core premise is that because all learners are different, educational environments must be designed with sufficient flexibility to accommodate the full spectrum of human variability. As CAST articulates it: 'When a flower doesn't bloom, you fix the environment in which it grows, not the flower.'
