Learner Variability as the Norm

A central insight of UDL is that learner variability is not an exception to be accommodated but the predictable norm that should inform all educational design. Every brain is unique — shaped by genetics, experience, culture, language, and environment — and no two learners process information, engage with content, or express their understanding in exactly the same way. Traditional educational systems have been designed around a mythical 'average' learner, producing what CAST calls 'the myth of the average brain.' When curriculum, materials, and assessments are designed for this average, they inevitably create barriers for learners who deviate from it — which, in practice, means virtually everyone.
