Rec 1: Legislate for UDL in the EPSEN Act Review

The ongoing review of the EPSEN Act (2004) provides a critical opportunity to embed UDL in Irish education legislation. The revised Act should include a statutory definition of UDL, a requirement for all schools to develop and implement UDL policies, and a framework for monitoring and evaluating UDL implementation. This would provide the legal foundation for the systemic change that UDL requires.
