Azerbaijan and OpenAI sign three-year AI education MoU — 23 September 2026
Azerbaijan’s Ministry of Science and Education and OpenAI have signed a three-year memorandum of understanding to expand the responsible use of artificial intelligence across the country’s education system.
The agreement covers AI-powered education tools and learning systems, training for teachers and education professionals, and joint development of the ministry’s learning management system for mathematics, science and reading. The ministry says OpenAI will also support training programmes for teachers, students and staff, including train-the-trainer work.
STATUS: CONFIRMED GOVERNMENT–COMPANY PARTNERSHIP / MoU. This is not legislation and it does not itself create a binding school rule. The standards, guidance and methodologies mentioned by the ministry are planned work under the agreement.
For inclusive education, the important issue will be how accessibility, teacher oversight, safeguarding and evidence are built into the tools and guidance as the partnership moves from agreement to implementation.
