Catalonia proposes under-14 school AI ban in planned digital-wellbeing law — 23 September 2026
Catalonia proposes an under-14 school AI restriction
STATUS — GOVERNMENT PROPOSAL / PLANNED DRAFT LEGISLATION. This is not a current classroom rule and the proposed AI restriction is not yet in force.
On 22 September 2026, Catalonia's government said it wants a planned digital-wellbeing law to regulate screens and artificial intelligence in education. The proposal includes prohibiting pupils under 14 from using AI in educational settings.
The timetable matters. Government reporting says a legal memorandum is expected in November 2026 and the preliminary draft bill is planned for March 2027. Until legislation is drafted, debated and approved, this remains a government proposal rather than a binding rule.
The proposal sits alongside a wider digital-health programme focused on children's screen use, reading, social-media access and digital wellbeing. The government says it wants the eventual law to turn parts of the guidance into enforceable standards.
For schools, the important distinction is between a political announcement and a rule already in force. Autism & Me is therefore labelling this item as PLANNED LEGISLATION / GOVERNMENT PROPOSAL, not as an enacted AI ban.
