European Literacy Coalition launches; founding memorandum includes AI literacy — 23 September 2026
The European Literacy Coalition has formally launched in Brussels. The European Commission says the two-day launch takes place on 22–23 September 2026. The Coalition is a multi-stakeholder European network created under the Union of Skills and the Action Plan on Basic Skills.
CONFIRMED STATUS: EU POLICY INITIATIVE / COALITION. This is not legislation, not a regulation and not a new binding school rule.
The Commission says the Coalition will strengthen cooperation with schools through a whole-school approach, support evidence-based literacy policy, strengthen the competences of teachers and educators, and address literacy challenges in the digital era.
The Warsaw Memorandum is the Coalition’s founding document. WindEurope, which joined the Coalition, reports that the Memorandum was formally endorsed at the Brussels launch on 22 September and calls for a modern understanding of literacy that includes critical thinking plus media, information, digital and AI literacy.
Autism & Me analysis: this matters because AI literacy is being placed inside a wider literacy framework built around critical thinking, information evaluation and whole-school cooperation. That is a policy direction, not a classroom mandate.
