Ghana approves sign-language curriculum pilot — what is confirmed and what is still planned

Ghana has moved its Ghanaian Sign Language curriculum into a new stage. On 23 September 2026, the Ghana News Agency reported a Ghana Education Service Special Education Division official saying the National Council for Curriculum and Assessment has approved Sign Language for piloting in selected special schools, with a wider national rollout planned after the pilot.

STATUS: CONFIRMED CURRICULUM PILOT APPROVAL / PLANNED NATIONAL ROLLOUT. This is not yet a compulsory national rule for all basic schools.

The same GES official said Sign Language may become a compulsory and examinable subject in basic schools within the next five years. That is a future government education plan, not a requirement already in force.

NaCCA's own curriculum work provides important context. In November 2025, NaCCA and GES validated Ghana's Harmonised Sign-Language Curriculum, including teacher manuals, learner materials and learning planners, ahead of a pilot phase in selected schools.

The distinction matters. The pilot approval is the confirmed development. Nationwide rollout is planned. A compulsory subject within five years is an announced future direction and should not be reported as a current national rule.

At the same 23 September event, disability advocates also called for passage of Ghana's Persons with Disabilities Bill, 2026. That Bill remains pending and should be described as proposed legislation, not enacted law.
