Northern Ireland begins Sign Language Act rollout — what is in force now
CONFIRMED LAW / FIRST COMMENCEMENT ORDER — SOME POWERS AND DUTIES ARE NOW IN FORCE. This is not a proposal or a report.
Northern Ireland has begun the enactment phase of the Sign Language (Northern Ireland) Act 2026. The Department for Communities confirmed that the first Commencement Order took effect on 23 September 2026 and that the first powers and duties of the legislation came into force that day.
The Act had already completed Royal Assent on 9 July 2026. It provides for the status and advancement of British Sign Language and Irish Sign Language.
The implementation is not complete. The Department says it has begun speaking to the public bodies covered by the Act. Their responsibilities will be formalised over the coming months, followed by consultation with public bodies and representatives of the Deaf community on statutory guidance.
A confirmed education and family-support measure is also beginning. The Department is funding Jordanstown School to provide sign-language classes for parents of deaf children.
For Autism & Me, the important distinction is clear: this is enacted law and the first commencement stage is now live. It should not be reported as though every duty, regulation or piece of statutory guidance is already fully implemented.
