Rec 10: Start with Goals, Not Strategies

Educators should begin their UDL journey by clarifying the learning goals of their lessons and units, and then asking: 'What barriers might prevent different students from reaching this goal?' This goal-first approach prevents UDL from becoming a checklist of strategies and ensures that flexibility is purposeful and aligned with learning outcomes.
