Rec 18: Reduce Reliance on Reactive Accommodations

Higher education institutions should progressively reduce their reliance on reactive, individual accommodations for students with disabilities — which are resource-intensive, stigmatising, and often insufficient — in favour of proactive UDL design that benefits all students. This does not mean eliminating accommodations, but ensuring that they are a last resort rather than a first response.
