UDL and the Continuum of Support: Three Tiers
UDL is most effective when understood as part of a continuum of support that includes universal, targeted, and intensive interventions. Tier 1 (Universal): UDL-informed classroom teaching that anticipates and addresses learner variability for all students. Tier 2 (Targeted): Additional support for students who require more than universal provision, such as small-group literacy or numeracy interventions. Tier 3 (Intensive): Highly individualised support for students with complex needs, including individual education plans and specialist therapeutic interventions. UDL at Tier 1 reduces the number of students who require Tier 2 and Tier 3 support by addressing common barriers proactively.
