UDL in International Public Policy

The strength of the evidence base has led to UDL's recognition in key legislation and policy frameworks internationally. In the United States, UDL is embedded in the Every Student Succeeds Act (ESSA, 2018), the Higher Education Opportunity Act (HEOA, 2018), the Strengthening Career and Technical Education for the 21st Century Act (Perkins V, 2018), and the U.S. Department of Education's National Educational Technology Plan 2024. These legislative endorsements reflect a growing consensus that UDL is not merely a pedagogical preference but a systemic imperative for equitable education.
