UNCRPD and Ireland's Obligations

Ireland ratified the UNCRPD in 2018, committing to the realisation of the right to inclusive education as set out in Article 24. The Joint Committee on Disability Matters' 2026 Report on Inclusive Education for Persons with Disabilities identified systemic barriers preventing Ireland from fully realising its obligations under Article 24, including fragmentation between health and education services, insufficient teacher training in inclusive practices, and the continued expansion of segregated special classes. The report's findings underscore the urgency of implementing UDL as a systemic response.
